Inception workshop – held last August 18-20 2003 at the Shangri-La EDSA, Mandaluyong, Philippines. This workshop aimed to:

1. Level off expectations on the SEA-HDR – its framework, purpose, scope, methodology, audience and authorship;
2. Agree on the conceptual framework, key strategic issues and theme(s) seminal to the first SEA-HDR;
3. Produce an outline of the proposed SEA HDR;
4. Agree on a peer review process; and
5. Invite ideas for a dissemination strategy.

Writing of the five chapters

1. Chapter 1 – Overview and conceptual framework
2. Chapter 2 – The state of human development in Southeast Asia
3. Chapter 3 – Regional economic integration and human development
4. Chapter 4 – Regional cooperation and human development
5. Chapter 5 – Conclusions and recommendations
