Resolving
the problem of unhampered population
growth requires a deeper
understanding and constant
reevaluation of issues that beset
not only the program itself but also
the entire community which this
program hopes to address. Cognizant
of the need to create a timely,
relevant and more responsive
population program, the Commission
on Population (POPCOM), the primary
agency involved in implementing the
PPMP, and the Philippine Institute
for Development Studies, a
government entity which provides for
the research needs of the
government, are collaborating on a
project entitled "Policy
Evaluation Research on the
Philippine Population Management
Program."

The
Project aims to: |

Prepare
a comprehensive inventory of
completed, ongoing and planned
policies, programs and
research on population issues; |
 |
Identify
research gaps in population
and evaluate the relevance of
population-related research
activities; |
 |
Undertake
an in-depth review and
analysis of existing
population policies and
programs; evaluate their
effectiveness; identify
organizational/structural
matters relative to the PPMP;
and determine the necessary
action that can address
financial, statistical,
policy-program related gaps
and bottlenecks; |
 |
Recommend
program and policy thrusts for
the next ten years; and |
 |
Formulate
a research program on
population indicating priority
areas and timetables. |

The Project will undergo two phases:
1) Phase 1 involves the conduct of a
comprehensive inventory of policies,
programs and research on population
issues, especially those that
directly or indirectly relate to the
PPMP, and 2) Phase 2 is the actual
evaluation of the PPMP. The Program
will conform to the evaluation
framework developed specifically for
this project.
The inventory of population policies
must include Republic Acts,
Presidential Decrees, Executive
Orders, and other related
legislations pending in Congress. In
addition, various medium-term and
long-term development plans starting
from 1971-1974 up to the revised
medium-term plan of the Arroyo
administration must be incorporated
as well. On the one hand, POPCOM
documents detailing program thrusts
from the early Marcos era to the
current PPMP; assessment of
donor-funded activities; and key
institutions involved in population
activities and official documents
describing their mandate and
objectives must comprise the
inventory of programs.
As regards inventory of research
studies, population data and
projections obtained from censuses
and NSO surveys as well as studies
on consequences of population change
after 1980 must be well-documented.
