Project Services

Project Services cover the development and management of the Institute's research programs and projects, including the monitoring of the progress of project implementation.

In particular, Project Services involve the following functions:
  • Conduct continuing analysis of current and emerging policy issues and identify appropriate research studies to deal with them;
  • Establish and maintain liaison, in coordination with the research pool and the Research Information Department, with policy makers, planners, and appropriate relevant users of research in the executive, legislative, and judicial branches as well as constitutional commissions and get their suggestions on specific research areas needed by them.
  • Identify and prioritize research studies to be conducted in consultation with the research fellows, including those to be undertaken in joint venture with other research entities or individuals, and group them into programs for the purposes of project implementation and supervision based on pre-determined criteria;
  • Develop and formulate, in coordination with the research specialists concerned, research outlines and project proposals, including preparing the operating budget,
    schedules, manpower, and other requirements therefor;
  • Assist management in presenting and negotiating for the funding of research proposals by local and foreign donors;
  • Establish and maintain liaison with the academe, other government research agencies and private research groups and encourage their preparation and presentation of research topics and studies;
  • Evaluate in coordination with the research fellows concerned, with respect to substantive content, research proposals submitted by external parties, public and private, and recommend those found feasible for funding by the Institute;
  • Evaluate in coordination with the research fellows, project directors, and external reviewers research outputs submitted by contractors and in-house researchers;
  • Attend to the administrative and non-substantive aspects in support of project implementation, including those with respect to projects/studies that are done externally or as joint activities;
  • Coordinate with the Administrative and Finance Department with respect to the preparation of contracts and the handling of financial and other administrative aspects of research operations as well as the preparation of the status of research studies for presentation to the Board;
  • Coordinate with the Research Information Department relative to the preparation of the research and research-related activities section of the PIDS annual report;
  • Monitor the status and progress of on-going research work as against prescribed schedules, budgets, and other operational requirements, and provide periodic reports to the appropriate program directors;
  • Exercise supervision and control over project personnel involved in project monitoring and management;
